    221053 Project Big Creek Section State Highway 230. This section of Highway is very rough. The road won't last until 2032. Most of the winter its the only road to travel between Encampment and Laramie. Large petroleum trucks travel from Walden Area to Sinclair causing even worse damage. Please help!

    Change the speed of 191 N. from milepost 3 to milepost 5 in both directions to 55 miles per hour. There is a huge increase in traffic getting on and turning off of 191 N in this area. The JY Road has a lot of traffic, getting traffic to slow down to get off to the east side of 191 at the Zip Storage entrance is almost impossible. Not only changing the speed to a slower speed but also by installing orange flags on the new speed signs, and enforcing the change is also necessary.

    After all of the construction that was completed on WY-220 (Poplar st), between Collins Dr and Yellowstone, storm drains were never installed. This causes flooding on the southbound lanes any time it rains. They then close a lane so it can be pumped down with, what seems to be, a sump pump. There have been cutouts in the gutters for storm drains, for months now, yet, nothing seems to be happening. I feel like completing a project for improved drainage, should actually improve things, and not make it worse.

    Thank you for reaching out with your comments regarding the storm drains on WY-220 (Poplar Street) between Collins Drive and Yellowstone. Due to some unforeseen issues at this location, the completion of the storm sewer including the outfall into the river had to be delayed. The completion of the work is scheduled to resume soon with the contractor mobilizing to the site in early October and the work should be completed by the end of November.     Hello I am the owner of a large portion of land in Laramie, Albany county. The parcel is between the proposed Bill Nye and 30st connection, as seen on one of the STIP pages and the Laramie master street plan. I can't seem to get a straight answer from anyone in over 20 years. I want to help and be involved if necessary.
    RESPONSE
    The Bill Nye Ave extension you referenced in our STIP is actually a City of Laramie project. WYDOT is involved because the funding used is Federal urban systems dollars that pass through WYDOT to the City. I gather that you may be more curious about a connection of the future 30th street to Bill Nye. I'm unaware of the City's future plans for 30th, they would be the best resource to answer that. For now, I can confirm that there is no connection shown on the plans for Bill Nye. The Bill Nye project schedule is unclear at the moment, the City is working with surrounding landowners to get all the necessary clearances.

    Consider spending money on adding shoulders, even just an extra foot.
    RESPONSE
    We will take a look. Safety and crash history are the first thing we look at when evaluating widened shoulders, and there are other criteria like steep shoulder slopes, bicycle usage, etc. WYDOT has been operating under a Pavement Preservation philosophy for the last ~15 years, so shoulder widenings have been very rare. We will be sure to evaluate the need.

    Add in turn lanes, at least lefts possible a few rights. The area is getting a new subdivision out off the Hillsdale road and traffic will pick up.

    You're spot on. There's a lot of commuter traffic and the volumes are quite high for a service road. Our warrant studies identified left turn lanes were needed at the Bar S Trucking approach and at CR 136, and these are currently included on the project. No right turn lanes were identified that I recall. This project has unfortunately been delayed several times as we have had to prioritize our interstate projects, etc. Since it's been a while, we'll be sure to update the counts and warrant studies to make sure we have the right locations for turn lanes. There's been a lot of growth in this area and it seems that trend will only continue.

    This doesn't seem justified. The rest of I80 and other roads are falling apart, or in need of additional lanes. This seems like a "show me" project that doesn't need to be done.
    RESPONSE
    This is a huge project for sure, and I agree the list of needs on the rest of our highways only continues to grow. We do feel this interchange replacement is a need and replacing it will have real, lasting benefits. We're also aware it can't come at the expense of the rest of our system. So far we've funded the vast majority of the design with grants that are separate from our "normal" highway funding program. I anticipate the construction funding will be a similar situation whenever that day comes. It's an issue we're evaluating carefully, all the way up to WYDOT's senior leadership. The need for this interchange has been studied for a long time. The justifications are both safety and capacity related, and have mostly to do with the tight cloverleaf ramp configuration of the existing interchange and the close proximity of the smaller service interchanges nearby. There's a lot going on in a very small area, and the problems we see will continue to worsen. The existing bridge

    Make this a five lane road continued from the previous section. Add some intersection lighting at the intersections with higher use.
    RESPONSE
    We do have a 5-lane designed and ready to go. Originally, our 2024 US 30 project went from Pershing to Archer and would have included this segment. Unfortunately we had to split the project in two due to cost. The traffic volumes on this second segment are quite a bit less than the first piece. By the numbers, we're not over capacity yet and may not be for quite a while. I anticipate this project will be on standby until we can secure funding for capacity improvement projects. We did look at intersection lighting and will update that as traffic volumes increase. Similar to signals, we have warrant criteria we stick to to justify these installations. Lighting is a big safety benefit for rural intersections, so we'll be sure to keep evaluating it.

    There needs to be left turn arrow for people trying to turn left off of College on to east I80 and from the west I80 onto college. It is getting to be long waits at almost anytime (besides midnight)
    RESPONSE
    Delays for these two movements are high during peak periods, I agree. We have looked at both situations, a new signal at the westbound off ramp and a left turn phase for southbound College to eastbound I-80. Based on our most recent counts, both of these movements are still short of the traffic volumes needed to satisfy our minimum warrant criteria. We will definitely keep an eye on the delays and update our counts to see where we are. Closely spaced traffic signals create their own set of problems, and that's why we're careful to hold off until warrants are met before making changes. Especially in this location. Thru traffic volumes on this segment of College Drive are some of the highest in the State. We'll watch it closely. We are adding a dual left turn lane off the I-80 eastbound ramp to NB College on this project to eliminate the ramp backing up onto I-80. This may allow us to allocate some additional signal time to the other movements which might help some.

    I live at 1810 Bill Nye Avenue, in the area that will be affected by this project. I am requesting environmentally friendly street lighting for this project to protect our neighborhood's character that is lights that are "dark sky" are energy efficient. Such lighting includes these aspects: Street lights that are warm-white LEDs (3000K or lower) to reduce blue light pollution. Also: Shielding: "full cutoff" or "fully shielded" fixtures to eliminate light trespass into homes and skyglow. Also desirable would be: Dimming: Recommend smart lighting with motion sensors or midnight dimming. Thank you for hearing my request.

The roadway lighting standards that will be used in this area will be determined by the City of Laramie, not WYDOT.     Is there any way to get a big solar powered flashing stop light (LED) put up on the end of this road at mile marker 0 where it T's into highway 287? Its so dark out there and there have been several times people have driven right through the T onto highway287 and up the embankment where the Rail Road tracks are. An 18 wheeler drove through it once. I drive that road often at night and am afraid of an out of state motorist not knowing the territory and t boning me as i pass by WY34. Im am constantly looking and making sure vehicles are slowing down and stopping before i pass the WY34 turn.. Its been very unnerving every time i pass it. It would be nice if there could also be a flashing light a mile back warning that the highway ends in 1 mile and to be ready to stop. Nothing fancy but something out there to warn drivers out in the middle of the dark prairie. Future improvements could be installing rumble strips as well but just at least a led bright sign would be a game changer. Thanks!

    Thank you for sharing this concern, it's one that we share as well. WYDOT did install transverse rumble strips on WY 34 approaching the intersection within the last year to warn drivers approaching the intersection. We also verified all the far-side signage and delineation is up to standard. We haven't had any crashes since the rumble strips were added, but we'll definitely continue to monitor and take additional steps if necessary.

    Many people use this access. It is one of very few access points to public land along this side of the winds. The sooner the bridge can be repaired the better

    I80 off ramp west bound to 3rd St in Laramie needs a light added. Semis getting off and turning left at intersection can sit for a couple of minutes due to increased traffic, especially now that there is a Maverik built a block away.

    Thank you for sharing your concerns regarding the Interstate 80/3rd Street interchange in Laramie. This is an area that we are closely monitoring. As of right now, we don't have a definitive plan for a redesign, including the addition of traffic lights. Our Traffic Engineers will continue to closely monitor the traffic data for this intersection and ensure that the intersection evolves accordingly to keep the traveling public safe.

    Please look into widening outer-drive from the mountain road intersection east to Evansville. It's currently a two lane road and needs to be widened to four lanes. I've lived in Sunrise 5 for over 40 years and the traffic is getting really bad all the way from the westside Walmart to the eastside of town on outer-drive. You should put some of those traffic counter strips along the road and you'll see how bad it is. Casper is growing too fast. Thanks, Larry Casper, Wyoming

    Thank you for contacting the Wyoming Department of Transportation (WYDOT) regarding Outer Drive (WY-258) between Casper Mountain Road and Evansville. As a 40-year resident, your long-term observations of local traffic trends are appreciated. WYDOT continuously monitors traffic volumes, crash history, and capacity across state highways, including Outer Drive. Automated traffic counters and studies—similar to the traffic strips you mentioned—are regularly used along this stretch to track Average Daily Traffic and related metrics. Our current engineering evaluations show that the current two-lane section from Casper Mountain Road east to 15th Street continues to operate within acceptable levels of service under established state standards and safety criteria. Therefore, expanding this section to four lanes is not warranted at this time.

    Widening a roadway requires significant capital investment, planning, and environmental reviews. WYDOT prioritizes such projects using data-driven metrics, so limited funding is directed to locations where capacity or safety thresholds are actively being exceeded. We will continue to monitor Outer Drive as part of our regular program and reconsider improvements as traffic volumes, funding, and other conditions change.
